E-medicine is a unified information platform for the Ukrainian health system that collates a single database of patients. The system facilitates communication between doctors and patients, and makes medical care available for residents of even the most remote areas in the country. It works through a software solution and high-speed internet access.


OPPORTUNITIES OF THE E-MEDICINE PLATFORM 

The E-health portal simplifies communication between doctors and patients, and contains registered information on patients, physicians, medical institutions, and electronic medical records.

The platform provides a unified database for doctors: all participants in the treatment process can view the individual health history of a patient, and all patient records are divided by region, institution and specialist. The online environment also makes it possible to attract foreign specialists for remote consultations. Patients can make an appointment remotely with a specialist via the portal.

How does E-medicine work

The first remote-access healthcare system in Ukraine was launched in the Gadyach district, Poltava region.

The digitalization of medical institutions began in July 2016. To create a remote system, Central district hospital, two urban clinics and 15 rural clinics were connected. All institutions were equipped with computers and high-speed internet. Information about 52,000 patients who live in the area was gathered into a single database. District residents received a plastic card, so patients no longer need to bring along paper documents and examination reports.

By gaining access to the database, doctors are able to check the previous recommendations of specialists, labs, x-rays, and contraindications regarding the use of certain drugs via the number on a patient's personal plastic card. They can also prescribe treatment without the patient needing to come to the clinic in person.

The procedure to consult a specialist has also been significantly simplified, especially for people in remote villages. Now, you can remotely assign the visit to a doctor. Examinations conducted by using an electronic and x-ray digital fluorography are now available to all residents in the district.

Results were very positive. After the launch of the project, waiting times at hospitals and clinics were reduced. The district confirmed that the benefits from the project were felt by both urban and rural residents alike.

We also cooperate with local government representatives for the Safe City project, which provides a secure environment for Ukrainian communities.
